The Í:xel Sq’eq’ó Agreement – City of Mission

2023 BC Economic Development Award Winner

The Í:xel Sq'eq'ó Agreement, which translates to English as "Together We Paddle", is the first agreement of its kind to bring three individual First Nations, local and provincial governments together in a meaningful act of reconciliation. This historic agreement was signed on July 21, 2021 by the City of Mission, Leq’á:mel, Matsqui and Sumas First Nations (together as the LMS Society), and the Province and returns traditional lands to these First Nations to establish new public parklands and commercial and residential developments. The Leq’á:mel, Matsqui and Sumas First Nations are independently, autonomous nations who, recognizing their shared territory and overlapping interests, have developed a relationship together and jointly with other governments that share areas of common interest to form the LMS Society. The Í:xel Sq'eq'ó Agreement embodies the principle that it is in the best interests of all parties to foster stronger and more collaborative government-to-government relationships in order to maximize and collectively benefit from land, resource, and economic development opportunities within the region.

Not only has this agreement been an important foundational step in the building of a prosperous and lasting relationship, it is also an opportunity to work together collectively to further economic development in Mission, through the sustainable development of the lands being returned, as well as collective stewardship of the park. The agreement also offers an opportunity for First Nations to be part of the solution to meeting Mission's and local First Nation's housing needs. Additionally, the relationship strengthens community development consultation in other areas of the community, including Stave West and Mission's Waterfront, amongst others.

The Í:xel Sq'eq'ó Agreement is an example of how reconciliation can strengthen community for all of its members. It stands as an example of how governments in B.C. can work together to advance reconciliation, create economic opportunity, and enhance the quality of life in communities. Additionally, it demonstrates what is possible when Indigenous Nations, the Province, and local government come together for the benefit of our Indigenous and non-Indigenous communities. The Í:xel Sq'eq'ó Agreement can be replicated in other municipalities and will therefore help lay the groundwork for future successful reconciliation efforts throughout B.C.
